He's definitely one of my favs and one of the few modern rock guitarists that stands out to me. He's got a unique style. I also like Tim from 311 also. He's got a cool jazz/funk/rock style. While I don't particular like Audioslave or Rage Against the Machine, there's no denying Morello's uniques style and master of the strings! Not the best, but definitely worthy to be on the list. WTF does Outkast have to do with R&R? They also have Madonna listed as like number 4 R7R for the 80's. Again, she has nothing to do with R&R, and her music has always been crappy to boot. prince is too low on that list and Billy Gibbons is too high. Like I said, I don't understand their artist rankings (although I wouldn't call Madonna a no talent - she is pop, but very talented for what she is) but the actual guitarist, drummer, etc. rankings are pretty good.
