Phillips Parking Lot?

Can anyone tell me where Phillips parking lot is, and whether its a outdoors or indoors lot?  Is it sort of below the CNN lot?  One of the options for my Dream STH renewal is to get Phillips lot parking for $45.  I don't know exactly where it is and if that's a good deal.  The CNN and Centenial Lots are really nice, but cost quite a bit more.

 

I keep thinking its where the scene close to Phillips from Walking Dead where Carol and Daryl went over the rail to get on the highway to get away from Zombies.  See the picture.
