I think this can go through personally unless too many players remain openly against playing, even if they're withheld pay after the date that the agreement they came to expires. It's going to be weird, different (I think you have to carry expanded rosters, or have teams nearby on standby with players playing to be ready for potentially positively tested players), but it's possible.
