Eh, first of all, I'm not re-reading the article where I glanced over that bit. That would be way too much work. But it made it seem like that's not the case. Sounds like he had to qualify for it. He has his basic pension, the 10yr pension is different - this is what he's seeking, iiuc. You can't just buy in. To be clear though, im not arguing for or against it necessarily. I just dont see a reason to put energy into hatin' on his cause.

Yeah, this should be a story about how difficult it is for people to manage a child with special needs. Get them consistent care. Make sure they're as 'ok' as possible.
