If we sign Smoove to a contract when does it start. Does it start this year or does it start after this contract ends? Which is when Bibby's and Zaza's contract ends. If he does not get an offer is that something the ASG has control over?

Smoove's contract is currently over. That is why he is a (restricted) free agent right now. So whatever contract he signs now is a new one and that is his starting salary.

Right now, he has the Qualifying Offer on the table from the ASG, its a one-year deal for roughly $3 million. He can take that at any time, but he does not want to because it isn't much money. The benefit to taking the QO would be that he would be an unrestricted free agent at the end of next season.

ASG has no control over other teams offering Josh a contract, they cannot stop him from getting them and he cannot make him get offers. I hope that answers your questions.
