Re-signing players for whom you have full Bird rights (same team for three seasons or more) should NOT count against the luxury tax. Instead, I would allow teams a lower amount of $ to sign players for whom they don't have Bird rights (e.g., $40M). 2. The MLE should be drastically increased (perhaps two-fold).
