I would make two immediate changes to the CBA...

...and I know the NBAPA would agree to them:

1. Re-signing players for whom you have full Bird rights (same team for three seasons or more) should NOT count against the luxury tax. Instead, I would allow teams a lower amount of $ to sign players for whom they don't have Bird rights (e.g., $40M).

2. The MLE should be drastically increased (perhaps two-fold).

Those two changes would help ensure that good RFA's get closer to their market worth.

Of course the players would agree because this would, generally speaking, raise salaries. But would the owners? The whole reason there is a luxury tax and cap is to control costs and this would seem to raise costs.
