I was puzzled too but I found the rule He enters the game, regardless of the count, with the potential tying run either on base, or at bat, or on deck (that is, the potential tying run is either already on base or is one of the first two batsmen he faces; or Kimbrel came in with 2 on base so the potential tying run was in the on deck circle. This is the great thing about baseball. 30 years in I still come across things I didn't know. Me too man. Lol. I've been watching baseball for 30 years as well and didnt know that. I guess you learn something new everyday. But it's weird that it seems like that situation rarely comes up when I think it should often come up.
