Could that deal hamper the value of the franchise? Seeing as it was based on previous years performances?

I doubt it tbh. Unlike MLB, NBA has a pretty hard cap on how much you can spend. Pretty much all NBA teams will spend that allotted money if it will make the team better.

The value of the TV deal will absolutely affect the purchase price of the franchise.  While the total spend on salaries is nearly fixed under the current CBA, the TV deal would go to how much money the team makes above expenses and a sub-market deal definitely impairs the value of the franchise just like a lucrative one boosts the team's value.

Didn't we get a revised tv contract this year though? I seem to remember reading that all games are going to be televised starting next year (and maybe this year?) and that the deal was more team friendly since ratings are going up.

Yep that makes more sense than my response, I read his post as asking whether or not it would affect our on court performance. The value of our TV deal directly and substantially affects our team's value, but I don't think that it makes a big difference in terms of how we perform (thankfully)
