Frankly, all a group has to do right now is say that they are going to attack and it will scare us. The thing is, the more that we are attacked the less effective those attacks will be. It is always the case that terrorism never accomplishes a politcal goal. Instead, it hardens resolve. Terrorism, to me, is a means by which power seeking individuals can gain followers amongst their own group. The political goal is just a means to attract followers. The real question, then, is what the heck do you do about the guys that have obtained a following? Taking them out only creates a hydra. Negotiating only strengthens them.
