I think Its's just the tag on the inside of the shorts. He hikes up his shorts and folds it over.

I didn't realize he did that either.  that was my move when i was in like 2nd grade.  Mainly to keep my brother's hand me down shorts from falling down.

I worked for a college basketball team last year and we had an identical patch on the inside of the shorts to hold a small rectangular device made by a company called Kinexon. It tracks player movement and provides data for the sports medicine and strength staff.
