Sure, some people find the trend less than desirable, but no laws were broken. My read is that the police got involved because the mall has a dress code and they were being removed for not complying with it by letting their underwear show. Since the mall is private property, they can make rules like that and the police were there to minimize the confrontation with someone who had been a problem there before.
