Vince was not amnestied so he does not have to clear waivers. He was waived. He thad a one year contract for $18mil with only $4 mil guaranteed. By waiving him as opposed to amnesty, Phoenix is only on the hook for the $4mil. It also means Carter is a free agent and can sign with whatever team he chooses.

Word is he is going to Dallas.
