I don't follow the NBA collective bargaining agreement or NBA rules as far as the cap because it would take a college degree. If thats a possibility and needed, that would be the way to go. You can absolutely exploit the rules to do all sorts of things including avoid the luxury tax where you thoroughly understand the rules and how to exploit them. There is nothing wrong with exploiting the rules. That is what they are there for.
