I think it's Nets, Bucks, Hawks (very tightly contested top 3) then Sixers, Heat, Knicks, Celts, Indy.

They can have as many five year contracts as they want.  They can't have more than two designated rookie five year extensions I believe.

Can you offer a player on a rookie contract a 5 year extension that isn't a designated extension? What is the difference?

JC received a 5yr/non max deal ($125 mil)

Trae received a 5 yr/designated deal (up to 30% of the cap for $205 mil if he makes All-NBA otherwise he gets a 25% max of $172 million)

Designated rookies are generally getting max contracts up to 30% and are signed before the season or before the rookie enters restricted free agency. If you let that player go to restricted free agency and you make a qualifying offer, I believe you can offer five years similar to John. I'm not versed in the details here though so someone like @JayBirdHawk or @thecampster may be better qualified for that question.
